AbstractThe transmission and backscattering properties of a chaff layer composed of thin, lossy elements are considered. A simple mathematical model of this layer predicts that arbitrarily low backscatter can be achieved, provided that enough elements of sufficiently low conductivity and small diameter are dispersed uniformly.
