AbstractThe present report deals with the issues involved in the development of a performance-based approach for expressing the seismic design requirements of the Canadian building code. Because these issues are inseparably linked with those related to the evolution of a performance approach for the building code as a whole, it is first necessary to deal with this broader question. A large part of the report is therefore devoted to a discussion of the wider issues such as the nature of performance-based codes and Canadian and International activity towards achieving such code formats.
