AbstractNorthern development relies heavily on engineering, accordingly the capability to do this work under the harsh conditions of the North is a challenge which requires research and development involving not only the engineeering disciplines but also several of the sciences, particularly those that provide a basic understanding of the land and the oceans and the biological activity associated with them. This report recommends the establishment of an institute for cold regions engineering research and development, and of a centre for research on sea ice.
