AbstractThis paper first justifies the use of the 'extreme wind velocity averaged over a mile or minute" as a "basic designwind velocity" in preference to absolute peakvelocities which cannot be considered independently of the size of the structure, and of the dynamic response of anemometer, structure, and structural materials.
