AbstractThis paper demonstrates the importance of developing and using a code assessment framework that takes into account technical, economic and social impacts of building code requirements. The effects of other regulations such as zoning laws and land-use restrictions are not discussed. The model can, however, be used for evaluating existing code requirements and for investigating the marginal impact of new or proposed code requirements that may be adopted in the future. It is expected that the development of the proposed framework will help rationalize code requirements designed to satisfy the given objectives of building codes.
