AbstractBuilding regulatory systems around the world are going through dramatic change in response to changing stakeholder needs and political environments. The common element resulting from the changes however is the introduction of greater flexibility for the building code users. This is achieved through the explicit statement of the objectives or goals of the regulations and an increased use of performance-based requirements. This characteristic of these new building regulatory systems is an important feature for those wanting to encourage innovation and the advancement of new technologies.
