AbstractThis paper attempts to set out clearly the essential elements of a system for the governmental regulation of safety in buildings and to compare it with the requirements for the control of quality and performance. Building by- laws are administered by municipal officials while safety matters generally are regulated provincially, and this has implications for standards and the demand for certification or approval of building materials. A review of various systems indicates that no one approach is likely to satisfy all requirements.
